DB2 V10 Object rename improvement

Slow object renames in DB2 V10. Need to add index to the SYSTABAUTH table.
Changed function from V9 to V10 - Removed links

Info from PMR 19771:

These 'internal queries' don't go through normal access path selection.
They have a 'hard coded' access path.
Prior to V10 these lookups exploited the links inside the DB2 catalog.
With the links gone in V10, they use regular, but hard coded, access
paths. This one is a case where we could benefit from an additional
index (and code changes to exploit it), which I think is something that
we are considering for a future version/release.

    Dear Thomas, Thank you for submitting this enhancement request. The Db2 for z/OS development team re-reviewed it and believes APAR PI06018 addresses this requirement. Therefore, we have moved this request to Delivered.
