Requesting an option to control whether the job (high availability load) should run or fail if an accelerator is unavailable

In today's environment, HALOAD job fails if one of the accelerators is unavailable, and it impedes table data refresh on all accelerators in the job.  Allowing HALOAD job to continue execution by skipping the unavailable accelerator will mitigate the risk of unexpected job failures during planned and unplanned IDAA outages.  Also, providing the ability to choose whether a job should fail or proceed will give operational flexibility in managing multiple accelerators.  And to minimize the potential data issue on skipped tables in the HALOAD, disabling the query acceleration on skipped tables is needed when the accelerator becomes available.
