Improve performance of queries with correlated subqueries in IDAA v7

Queries with correlated sub-queries where index access is involved will generally run faster on Db2z then on IDAA v7.

Since IDAA v7 supports correlated subqueries, these queries are generally offloaded to IDAA, although they may run significantly slower on IDAA.

Thus, the offload-decision process by the Db2 for z/OS optimizer need to be more fine-grained. If a correlated subquery runs a few seconds on Db2 for z/OS using index access, and several minutes on IDAA, the query should not be offloaded.

Alternatively, Db2 Warehouse needs to be enhanced so that these queries run faster on IDAA can thus be offloaded to IDAA as well.

This request is a result of performance issues which described in cases TS004225008 & TS004552600.

We currently consider to provide an option to keep selected queries in Db2 for z/OS instead of offloading to the Accelerator.
