IDAA V7: Add missing option to monitor IDAA appliance (HW error messages)

pain point:

Currently there is no other way how to check appliance HW messages, than download trace (taking 3-5 hours) and check the trace or create

new IBM CASE with the lab support and just wait.


proposal:

Add option how to issue basic monitoring commands. For example:

1) Add "read-only" commands ("ap issues", "ap issue -c", etc.) to management console

as there is already ap restart command


2) Add option to send "read-only" commands to DB2 Studio (or another plugins - like Admin foundation, ..)


business reason:

Do IDAA support more effective for the customer - less time consuming as "Time is the most valuable thing a man can spend".
