Provide full system symbol support in yaml files and any 'captured' component locations

For some of the yaml file uses, this would aid in deployment and backout where if we could put a system symbol in the 'instance' file names (those created outside SMP/E) so that when we apply a PTF we update the symbol, UMS/ADF (whichever) would then create a new set of files with all necessary members (such as DBRM's, PARMLIB, SAFXLLIB etc.).  This would eliminate the need to make backups prior to starting with a new PTF and or restoring/renaming files back to fall back.

Also required would be any capturing or storing of locations to also store the symbol not the resolved location.  We generally deploy by creating new copies and updating system symbols to point to them.  In the past this 'broke' our Zowe/UMS/ADF implementation since the product stored the actual location and after applying PTF (which moved that location based on a version number in a system symbol) the product kept looking for the old location and eventually failed when cleanup efforts removed that old location.  I believe this may have already been provided some time back but I've not done a full re-install since.  I will probably do a re-insall with Zowe 3.1 and Node 22 (and if a UMS/ADF 1.3 comes along ;) ) and go back and try system symbols for mount points and alike (unless you tell me that still won't work)?

Even if the last part was provide, use of system symbols in the UMS/ADF etc. yaml files would still be needed to make the whole picture work.
