Support symbolic links (that use systems symbols to dynamically change values) for installation/configuration mount points

This really should have been part of 
[DB2AE-I-15] and
[DB2AE-I-16]

and applies to ALL PARTS of the Zowe/UMS/ADF/SQLTuning etc. solution.
This is necessary to simplify deployment of new releases and maintenance levels.  Currently there are processes in Zowe/UMS/ADF that seem to capture the location of things (and at times the resolved values where system or Zowe symbols are used) which prevents any simplified deployment.

The intent here is NOT to make changes dynamically to the running components but to be able to shut them down, update the system symbol dynamically and then bring the tasks back up, picking up all the new values.  This would also be done across an IPL where appropriate.
