Change stage of package invalidation in Reorg Rebalance

Recently Akbank experienced major application outage related when running Reorg Rebalance. Akbank was expecting package invalidation to happen at the end of the switch phase and only upon its successful execution, but unfortunatelly it occurred at the last iteration of the log phase. This invalidated packages, but then the job took long time to complete as there were totally 6 retries to quiesce applications which invalidate packages. The 5th and 6th retries invalidated all the dependent packages, but they could not drain the claimers from dynamic applications. This caused over 5000 applications to time out due to the REORG holding locks on them. Customer observed package invalidation and since this was not expected, Rebinds were issued to correct the situation and this increased the Switch phase elapsed time as it caused more contention.
