Limit the number of tape drives allocated when using a TEMPLATE with STACK NO specified

In our reorg utilities against lobs using inline image copy it is required to use STACK NO, however, since we image copy to tape it causes the DB2 utility to acquire multiple tape drive units all at once for each partition of a UTS. This is an issue on PBRs with high number of partitions.
