Record Conditional Image Copies That Are Bypassed In SYSIBM.SYSCOPY

We have a requirement to take daily image copies and to prove the copies were taken. When Db2 bypasses conditional copies from CHANGELIMIT (because NO CHANGE LIMIT MET) or from FULL NO (because TS CONTAINED NO CHANGED PAGES), Db2 does not record in SYSIBM.SYSCOPY that a copy was bypassed.

To facilitate audit requirements, please change the Db2 Image Copy utility to record in SYSIBM.SYSCOPY any conditional copy that gets bypassed.

It is desirable to for this to be controllable from a zParm and from an image copy utility option.
