After giving the request a comprehensive review, we have determined that we cannot include it as a candidate in an upcoming deliverable because it would adversely impact a Large number of our clients. Consequently, we will not be implementing this request.
Historically, the hierarchical order is that a utility keyword option overrides the default value denoted by a subsystem level zPARM. That is why REORG honors the PARALLEL(0) specification as in no limit, and would not examine the zPARM PARAMDEG_UTIL value when PARALLEL(n) keyword is specified. The suggested behavior would eliminate the only keyword override available if user needs a specific utility job to execute past the global PARAMDEG_UTIL limit. While the development team acknowledges the inconsistent utility behaviors today, we actually consider the current COPY utility behavior to be incorrect.
