Track REORGs with SHRLEVEL NONE

We do not want anyone to run a REORG with SHRLEVEL NONE. If they do we might end up with big problems, especially if it abends or we have to terminate it. We see no reason to use SHRLEVEL NONE with REORG any more unless it is a huge tables that cannot allocate the extra disk space that is needed for SHRLEVEL REFERENCE and CHANGE.

We need a way to find any executions of REORG with SHRLEVEL NONE so that we can change them. One way would be to issue a message to the SYSLOG so we can let automation react on it. Another way would be to include the information in utilities history. There might be other ways too. The important thing is that it has to be easy to find the information.

This Idea is very much alike my Idea DB24ZOS-I-1389. The reason I register this new Idea is that our problem may be at least partly solved in other ways than using utilities history.
