CHECK utility SHRLEVEL CHANGE with less dataset privileges

To run CHECK utility with SHRLEVEL CHANGE you need ALTER privilege to the VSAM dataset where the table-, LOB- or index data are stored as the shadow dataset is created with almost the same name as the original. This also mean that the user will be able to delete the dataset.

This is a problem to us. It is important to run CHECK with SHRLEVEL CHANGE as this will not cause outages. On the other side we do not want anyone to be able to delete the datasets that belong to Db2.

One solution would be to use a separate high level qualifier for the shadow dataset. And that could either be set by a DSNZPARM or a CHECK utility parameter. As it is a temporary dataset that is automatically removed after the execution all processes in the same Db2 system can probably use the same high level qualifier.

As of now we always run CHECK with SHRLEVEL REFERENCE and that mean that we do not run it as often as we probably should.
