Ability to define distribution key on tables created when using CREATE EVENT MONITOR

DB2 Warehouse on cloud currently decides the best key to use to distribute the data on event monitor tables and DOES NOT use the PARTITION_KEY column. In some circumstances the user may wish to have control over the distribution key applied.

This will avoid the user having to use ADMIN_MOVE_TABLE to redefine the distribution key straight after creating the event monitor.
