Improve MAKEPBR functionality

When using the MAKEPBR command to convert a classic partitioned tablespace to a UTS Partition by Range tablespace, the generated job may not actually materialize the new PBR tablespace because the Admin Tool does not force the generated REORG utility to be SHRLEVEL CHANGE with FASTSWITCH YES.

If the user does not change the default value of "NO" in the "Use utility options" line on panel ADBPALT to "YES", the Admin Tool will generate a job which will, in turn, generate an APPLY job with a SHRLEVEL NONE Reorg. The resulting REORG will run successfully, however it will not actually result in the tablespace being converted to a UTS PBR, which is what the user is trying to accomplish.

The Admin Tool should recognize this condition and automatically take the user to the Utility Options panel so that the user can specify the proper SHRLEVEL CHANGE Reorg parameters so that the tablespace will actually be converted to a PBR.
