Thank you for submitting this Db2 Administration Tool for z/OS enhancement request. We have reviewed this request and believed it was a good candidate for the Db2 Administration Tool for z/OS product and have implemented it.
There are feature elements that support different utility history features included in FL501 and FL504 of Db2 13. In this particular idea, the requested feature is solved by a single timestamp input which will report what utilities were being executed at that time, so whose start time and end time would be inclusive of the input timestamp.

We appreciate your input to the Db2 Administration Tool for z/OS development team. We hope that you will continue to submit enhancement suggestions for improvements as customer feedback is a key component to shaping the future direction of Db2 Administration Tool for z/OS.
Sincerely,
The Db2 Administration Tool for z/OS Team
This was discussed with Rocket Software (Tom) during IDUG and it seemed like a good idea to put an option on the utilities panel which could accept a timestamp (maybe even a date) and shows all the utilities that were running at the time. A simple timestamp based BETWEEN query should be able to get the data.
