Get better feedback on OC job execution through API calls

When changes are applied in the CI or CD flow, it would be better if we can tailer the output we present in the pipeline towards our users.
Today we can print a impact COMPARISON SUMMARY REPORT & COMPARISON COUNTS REPORT

it would be nice if we can choose to ignore the report for the recovery change (or indicate it better in the title)
also we would prefer to get the sysprint with OC execution steps as a optional API return.
