DOEADMIN members should have the ability to review all Pull requests

The members mapped to DOEADMIN (Super User) group should be able to view and manage the pull requests raised by any team. The reason being

1. In general they are DBAs/ Sys progs. They should have a view on the pull requests irrespective of the teams.

2. Brings down over head of adding new DBAs to all existing DOE teams to manage Pull requests.

    It would be a chnge in security model. We allow the super-admin to do many other operations that otherwise require team-admin access like deprovisioning any instance, deleting an app, etc. In that light, it makes sense that a super-admin can view, approve, and merge all PRs. Maybe there are customers that do not want their super-admins to approve, e.g., if the super-admins are not involved in DDL work at all?

    This would likely need to be a configuration driven choice that would default to current behavior
