Add compatibility check between a PDB artifacts and the respective TKANMOD lib to avoid LOAD step failures

During a recent upgrade of Omegamon, the holddoc was reviewed, and no references to the PDB were found. Due to this fact, the team performing the upgrade did not include the team that specifically supports this database and the loading of these tables in their planning. After this upgrade was complete, the load jobs began to fail due to mismatched data and load parms. The SMF data had been prepared by an updated FPECMAIN, but the load parms had not been updated, and no changes had been applied to the tables. When the problem was discovered, we reverted to the older FPECMAIN, and started to find all of the changed tables, and changed load parms We then implemented all of these changes in an planned fashion.

The proposal is to offer some sort of a compatibility check so that the changes can be discovered and implemented orderly, avoiding job abends, and lost data.
