Enable an option to use UTF-8 as the default encoded for mail services

As today, BAW allow the customer to work on a Java file to define the email structure. However, we can't easily define that UTF-8 is the default encoding for the texts. From my experience with this customer, even if you define it on the html structure, BAW forces the usage of it's default encode (we couldn't tell if its ISO or ANSII). 

This heavily impact customers on LA market due to language being broken on the email messages.

    Hi team !

    The attached script "Create Email messagem using UTF8.txt" is the one used to create the email message (including the title, body, etc).

    This message contains text in Portuguese BR (PT-BR), but the UTF8 used in the script is not recognizing the "special characters" (ç, é, ã, ó, í, etc) of PT-BR.

    The email message has being received (attached EmailReceived_UTF8_notworking.png), but the special character has broken as you can see in this attached. 

    UTF-8 is replaced by ISO even when marked on the code to be used.
    We need UTF-8 by default or a way to convert the messages before sending the email.
