After evaluation, we believe that the present approach i.e. using the interface we created to invoke CHCCLP commands from Java is appropriate and the recommended solution.
We acknowledge that the preference is for CHCCLP to be augmented to behave more like a fully fledged scripting language with support for programming constructs like IF.. THEN.. ELSE, returning specific error codes, etc.
However, we do not have plans to augment CHCCLP as requested.
We can reevaluate in the future. Other customer requirements for similar capabilities will help with future prioritization.

We have developed an in-house CHCCLP utility in Java that can handle return codes, support one level of IF..ELSE..END-IF conditional statements, display text, set explicit return codes with EXIT/QUIT statements, and emulate looping through GO TO statements.
However, we are facing challenges in deploying this utility in our environment due to skill set dependencies and maintenance overhead. Also this could result in a technical debt once IBM releases an optimized version of the utility.
It would be beneficial if IBM could integrate some of these features into the next PTF or release. I have attached our high-level solution page for our in-house utility for your reference.
