Need the ability to define default values for data exception handling

This is for Classic CDC for z/OS V11.3. Currently, replication will fail if it hits a data exception error such as blanks in a numeric field. We do not want replication to end on this type of scenario. There is a parameter, CSDATAVALIDATEACT that will allow replication to continue on this type of error by sending a -9999 value, formatted to the datatype. Rather than letting Classic CDC defaulting to the -9999 value, add the functionality to allow the customer to determine the default value to send to the target. We also have the need to change character fields that contain binary zeros (x'00') to spaces.
