Project admin needs to be able to publish

One functionality drawback with the update of DSX from version 1.1.3 to version 1.2.0.2 is that DSX Application Admin access is now required to Publish content. In the previous release that higher level of access was not needed to publish projects and instead a Project Admin was able to publish content.  This new process is slower and more time consuming due to publishing content having to rely on the availability of a DSX Application Admin.  For best practices and audit purposes there should be a level of separation between a DSX Admin (the one who can make changes within DSX) and someone who wants to publish a project.
