Allow for the fabrication of RUNSTATS

In most cases, the collection of runstats requires access to the underlaying data. This access is typically not available to the DVM support team. Those with access to the data will likely not have access to modify global variables outside of Dev. There are also data sources that error when attempting to collect runstats. Lastly, there could be cases where we need to fabricate the stats in order to "help" DVM find the best access path. For these reason, and probably a couple more that I'm forgetting, we need the ability to create stats outside of the RUNSTATS command.
