Adding support for missing CCSIDs from OpenJDK 11

Because of replacing internal JDK in DVM from IBM SDK Java V8 to OpenJDK 11, DVM lost some CCSID support and we experienced several Japanese CCSID issues. As the workaround, the development team kindly provided special build of DVM studio using IBM Java V8 every time a new fix is created.

But recently, I got the information that ICU4J supports some of missing CCSIDs and it seems that DVM JDBC driver can handle such missing CCSIDs with little modification with ICU4J. I think adding support for missing CCSIDs permanently is beneficial for both customers and the development team of DVM. So, would you please consider adding missing CCSID support to DVM?
