Approvers should not be able to approve their own work

Approvals should associate the Requested By ID at item level vs. TCR
UOW level. There are circumstances where a TCR UOW is functioned by
more than 1 Operator. Each Operator could have actioned items in TCR
that would result in an Approval request. However, presently the ID
that Completed the UOW in TCR is associated with all of the items
that require Approval. This would allow the initial Operator to Approve
their own item(s).
