Migration of the database tables to be completed in less than 2 hours

As per the TCH mandates that are coming on April 1st, the installation and migration with any new release needs to be < 4 hours. While the deployment scripts can be parallelized to gain efficiency and be completed in <2 hours, the DB migration is the long pole, and depends upon what gets changed in the DB for that given release as well as the amount of data that is in the DB.

There needs to be a consistent way to migrate the data within the time constraints imposed by TCH. This will be applicable to all banks that have TCH.
