Tool for reporting last-used dates and extracting contents from MER templates.

a) A tool for reporting the last used-used timestamp of MER templates.
Refer to MR0816126628 , MER: Templates should get a last-used timestamp.
The tool should create a file/report that identifies and shows details of templates and also reports the date that the template was last referenced and used to create a FIN msg.

b) A tool for extracting the content of MER templates.
The tool should extract the contents of templates to a file that the client could used for further analysis.

Perhaps the same tool could be use for both the requested reports with options to control the content of the reports, ie. if the content of the templates is included/excluded.

c) Not necessarily limited to templates, might also extract from other MER queues.

The tool is needed for WBIFN
