Improved retry handling for FA transfers based on status information

The request is needed since the retry for files in Accepted status is no more needed given that SWIFT retries for 4 hours, if after 4 hours a file is not sent, it means that a huge technical problem is likely affecting the receiver, in this case we want to let to the receiver the capability of doing the resending on their own via the GUI interface rather than performing another automatic resending from the FTM.
On the other hand, files for which the negotiation fails, need to be retransmitted by the FTM using current functionality.

    This idea will not be implemented in the next 12 months because of other higher priority items.
