Exposing culturization info of ParseAlternate

Hi,
The function ibmgnr::parser::parseName returns ParseData.

ParseData parseName(const std::string& name, 
                    double alternateThreshold,
                    bool gnFirst = true );


The returned ParseData holds: std::vector<ParseAlternate> names;

and it expose it via:
const std::vector<ParseAlternate> & getNames() const
 { return names; }

During our discussion with Randy on 25.06 , we understood that as part of its work the the parseName identifies the cultures of the possible ParseAlternate.
It will be beneficial to us (performance wise) if you can expose the name's culturizations via the interface.
Currently we can only get this info  by calling ibmgnr::cc::NC_COA::decide on the name.

e.g. ParseAlternate currently holds std::vector<ParseName> parses; 
that is exposed via:
const std::vector<ParseName> & getParses() const
 { return parses; }

You can expose the cultures as well e.g. by holding an equivalent std::vector<DecisionVector> parses_cultures;
and expose it via 
const std::vector<DecisionVector> & getParsesCultures() const
 { return parses_cultures; }
