Include notifications for recent changes (API Connect v10)

This is for API-Connect v10 (OVA install).

In v5, there was a feature where one could view a notification bell in the top right corner when logging into the cloud manager or api manager that would show recent changes (Ex: xyz api was published, etc).

This feature appears to be absent in v10. We found this useful for auditing and it helped us determine issues from changes that shouldn't have been made in the past.

Could this feature be included in v10? Or is there a current way to accomplish the same goal in v10?
