Hello, at the moment there are not plans to provide option to disable download button.
Same business goal can be achieved by restricting access to catalogs and/or applying data protection rules, so sensitive data are protected.

Certainly. This stems from the fact that the download button doesn't always work today (I've not figured out what the trigger for this is).
REQUIREMENT:
Enable asset owners and catalog admins to enable or disable the asset download capability.
USE CASES:
- Asset owner makes a data asset accessible via the knowledge catalog, however when the asset is added the download button is greyed out. Asset owner/administrator should be able to force enable the download button to make the asset available as a download for use outside of the catalog and Watson Studio.
- Asset owner makes sensitive data asset available in the knowledge catalog for Watson Studio users, but the data should not be retrievable from the catalog due to the mature of the data. The download button can be disabled to prevent extraction of the data from the catalog by users.
This idea may potentially be superseded by development in governance capabilities in the knowledge catalog?
