Notebook can't be created - There was an unexpected error creating the notebook. Please try again.

It is very frustrating as a developer to see this type of error description that doesn't give any idea where the error might be coming from. I tried creating a notebook, with free tier as well as paid tier - both resulted in the same error. I am taking an IBM Coursera course and keep running into one issue after another.

    I get the same error message today.  It used to work fine before.  What is happening?  Is the platform down?  How to know?
