Add "issues" function to assets in the Knowledge Catalog

Allow users to add multiple "issues" to assets inside the Knowledge Catalog similar to how one would add issues to a file in a Git repo. This can be used to keep track of outstanding problems with an asset, document limitations, add requirements etc. This extends the information we can store with an assets in addition to just labeling it.

This functionality supports the use of the Catalog and Watson Studio  as a development environment by allowing it to document development issues related to assets. It allows for better team communication with regards to the assets in the catalog.

It could also be a catch-all for things that do not show up in the meta data.

It is not the same as the rating option that is currently available and only offers a numeric valuation.

Examples:
- "This training data file should only be used until Feb21, it becomes invalid after that date"

- "Beware this notebook currently does not work well in this ... particular situation"

- "Please add this function ... to this Notebook"

- "I ran into bug .... for this asset"

- "Beware: This shaper flow fails in these particular cases: .... "

- "Warning: this file contains potential PII and needs to be cleansed before use"

Note: Any common info that can be pulled into the meta data instead of being documented in these generic "issues" would allow for better integration and automated processing, this generic storage is a meant for unformalized data

    Hello, while it is a valid idea and we are adding it to our backlog, we cannot put it on the roadmap within the next 12 months, so marking this as not under consideration.

    Accepting this and putting related epics in our new backlog under Unified Catalog. This relates to a capability we found in a competitor's offering too where the user can be proactive about an issue and submit a ticket to a help desk. You also bring up some other good points related to instruction of how to use an asset, when it expires, and other warnings.
