Support Blue/Green upgrades #cpfieldel

Feedback
CP4D should support blue/green upgrades (yes, if the required hardware is in place).

Business Justification
The justification is that it helps CP4D become a mission-critical platform that doesn't need to be down for multiple days for upgrades to occur.

Business Value
This would have many valuable benefits: - Less downtime for the platform during upgrades - Lower risk upgrades, particularly on the context of air-gapped installation issues across multiple CP4D releases - Ability to roll back if the upgrade switch-over fails

Customers Impacted
Many recent customers, including Blue Shield California in recent memory.
