Lean image for Python 3.9 for Watson Machine Learning and Watson Studio

Our clients deploying models in Watson Machine Learning or running batch scoring via the Watson Studio job framework require custom images to bring their own packages. The lean images will only contain the minimum list of packages needed for WML or Watson Studio. Then, the clients add their own packages without worrying about CVE(s) for packages they don't use.

So, to start with, we need one lean image for Watson Machine Learning and one for Watson Studio for Python 3.9. 

In the future, though, these lean images should be part of every release, one for the new Python version and one for the old one, especially when support for one Python version is removed from the platform.
