More granular roles configurations in CP4D - projects - allow/forbid custom runtime environment creation

We would like to have role based configuration where we could restrict/allow users to create custom runtime environments.

Since CP4D licensing is based on CPU cores compute usage and users very often don't understand optimizations and if they start resolving their bad optimization issues with throwing more CPU at the problem it's a costly issue. 

Having a role for this management would allow us to grant rights to users who do understand the need for more compute vs users wo don't.
