Add a way to add custom links to the context switcher drop down (or any other menu)

Allowing users to customize the links within the menus will allow them to better manage the navigation within software hub. 

In my case i would like to link out to a seperate application running on my cluster, so users can favorite the CPD url in their browser and still have easy access to the other link (yes they can just favorite the other link but then every user has to do that). Users would be able to set up links to anything, so for example directly to instances. They wouldnt have to nagivate to a context with instances, open the instances page, and then select their instance. This would reduce users time navigating the menus

in 5.3 i was able to do this by creating a custom ZenExtension, cloning a CR from one of the other menu options. This allowed me to add a link to my other application. It seems in 5.4 the way these CRs are managed has changed, so now custom ZenExtensions for this purpose dont work.
