Administrators can configure max environment runtime for notebooks.

Currently, all Jupyter notebook environment runtimes are shut down automatically if they have been idle for longer than 18 hours.

We need a function to automatically stop notebook environment runtimes. just like the design of "idle timeout", we need max runtimes = 5d, and auto close notebook after 5days.

The function is so important for us to release more resources and prevent some users to allocate resources too long.

    The scenario is users try to allocate resources (GPU or large CPUs memory) so we need the max runtime setting.

    Some of our users can put an infinite loop inside the notebook to keep it always fake running and that kind of notebook would keep working and never idle timeout. We always need to delete it manually. My suggestion is administration can config max runtime and warning the user what is the run time, if cp4d could warning(mail?) users before the pod deleted that would be better!

    Administrator can disable or update the default idle timeout of CPU or GPU environment runtimes. Instructions -
