allow repack of TBLSpace extents

When a database has been created in a single (not root) dbspace and the dbspace has been greatly expanded with large tables that are subsequently moved to separate dbspace, the chunks used for original dbspace expansion may contain TBLSpace extents that prohibit dropping the chunks that are no longer needed.

    Effectively, this looks like a small detail, but in some critical situations when one needs space immediately (i.e at 3:00 AM when the SystemAdmins are sleeping), this makes it impossible to 'detach' this chunk and use it for something else. Not good
