suppress fast repeating event from running alarmprogram for each event

Recently we had an event "storm" due to many events "Lock table overflow - user id 12396, session id 716985". Due to this the alarmprogram was executed little more than 97000 in a short time. I am aware of the mechanism that is in the, if an event occurs within 5 minutes it will not result in an Email, but still the script is processed as the decision to not send an email is done almost at the bottom of the script.

Also the format (date : severity : message) of the file (LASTALARMFILE) gets corrupted due to the huge amount of events. This result in loss of the 5 minute check as it uses a corrupted lastalarmfile format.

Would it be possible to suppress (fast) re-occurring messages from executing the external alarmprogram script?
