CCB SDS New requirement for test scenario 37, about disable both arbitrator CM and primary at the same time.

CCB SDS test scenarios 37, disable the primary server and the arbitrator CM at sametime.

It's a 2 points failure scenario,
In current version, when the primary server and Arbitrator CM disabled at the same time point, the SDS server cannot takeover as the primary server, it's just waiting for the primary server up. Because there is no available arbitrator CM start the failover, and the same time the other CM cannot access the primary server and switch to be new arbitrator.

CCB's requirement, the database server--SDS secondary server should do the failover, the SDS server should do the failover by itself and turn to be new primary server, and then the CM2 will switch to be arbitrator. And then the application can continue work.
