Allow STOP_APPLY functionality when RSS is disconnected from the Primary

Currently Informix supports a Primary and multiple RSS servers.  We have one of the RSS servers with the DELAY_APPLY config set to 12H and the 12 hours of logs get stored on the RSS server in the LOG_STAGING_DIR.  Informix currently supports rolling forward of the logs of the RSS server to a specific date/time using the STOP_APPLY config parameter.  This is very useful in the event of an issue on the Primary you can roll forward the RSS to a few moments before the issue and then switch to the RSS server.

However, as we painfully discovered during a real life outage, the STOP_APPLY functionality only works when the RSS is connected to the primary.  Our primary went down and we tried rolling forward the logs using  the STOP_APPLY functionality and discovered that the RSS server would not roll forward the logs even though they are stored locally on the RSS server in the LOG_STAGING_DIR.  As per a support case, Informix support is confirming that this is indeed the current design architecture.
