Allow BACKUP_FILTER to be set by onmode command

Informix version 12.10.FC13 - on Solaris server

I want to use different BACKUP_FILTER settings for onbar and ontape.

I use onbar for daily backups and logs and ontape for syncing RSS.

For onbar - BACKUP_FILTER = /opt/csw/bin/pigz -1 -p 2 -b 256

For ontape - BACKUP_FILTER = /opt/csw/bin/pigz -1 -p 8 -b 256

The difference is different levels of parallelism for the compression routine pigz.

Since ontape is single threaded I can run 8 parallel threads of pigz (-p 8) and keep total cpu utilization below 40% and get the quickest backup.

Since onbar is a parallel backup BAR_MAX_BACKUP=4, I can only do 2 parallel threads of pigz (-p 2) per onbar process. This uses about 40-50% cpu.

The only way to change BACKUP_FILTER is by editing the onconfig file. This is not very practical. I would like to be able to change it with an "onmode -wm ..." command.
