Improve timestamp format in message and backup logs (ISO-8601)

Streaming messages to log ingestion systems, e.g. Elastic Stack, is a useful way of analysing logs and generating notifications when certain messages are seen. Displaying the messages in the right order when daylight saving switches occur is an issue, due to the use of a local time stamp in the Informix log.

The Informix message log and BAR message and debug logs should support the ISO-8601 time format. In the case of the message log this should include any messages posted in there by the alarmprogram, which currently do not include the date portion.

The format is:

YYYY-MM-DDThh:mm:ss[.mmm]TZD

Messages should be posted in UTC with a time zone offset.

There could also be an option to post in the same format the local time without a time zone offset, although this is outside the scope of this request.

These could be implemented through new settings for the MSG_DATE parameter.
