Avoid UPDATE STATISTICS [LOW] sampling failures due to data skew

If onconfig parameter USTLOW_SAMPLE is set, sampling will be used for all UPDATE STATISTICS LOW commands. On some tables this will always or nearly always fail due to data skew, printing a message like:

Warning: update statistics low using sampling may generate inaccurate index statistics for index myuser.myindex due to data skew

A new table-level setting should be created to disable sampling when USTLOW_SAMPLE is set at instance level.

Additionally for tables where this setting is enabled, this should allow the rarely-used feature to gather low mode statistics in parallel where there are fragmented indices to be used. This feature is effectively disabled when USTLOW_SAMPLE is enabled.     Hi everyone! I read the above article and found that the portal issue is gradually facing significant risks. It is used to open public improvement requests for products and services provided by IBM Data & AI. And obviously you need to consider geometry dash subzero carefully before submitting any specific information to the database.
