Increase 128 character limit for ADMIN_MODE_USERS onconfig parameter

ADMIN_MODE_USERS is a useful way of ensuring DBAs and critical monitoring scripts can connect in single user mode.

Unfortunately this parameter is limited to 128 characters which is insufficient for the team we have and the three system accounts that monitor the system. This means we cannot include everyone in the list.

The maximum length of this parameter should be lengthened, perhaps to 2048 characters or even greater.

    This capability would be handy for migration and control testing. INFX-I-432 mentions to use a table in sysuser database.
