Reset the serial value in the partition page if the table no longer has a serial column

If you want to check whether a serial value is close to its maximum value, it is very unpleasant that tables that no longer have a serial value or whose serial value has been changed to a Serial8 or BigSerial value still have the last value in the partition page.

It should be possible to reset this value to the default value.

    I had observed that even for tables with no bigserial column, sysptnhdr.bigserial is still set at 1.  I see no problem with this.  And of my cur_serial is, say 1001 and I want to ALTER TABLE to make that a bigserial, I still want it be be 1001.

    I have always complained that the SERIAL column is a signed integer, wrapping around at the 2-billion+ value. I'd have been happier if it were an unsigned, so its value can got to the 4-billion range.  (If that makes me happier, I just gotta get out more! ;-)
