New configuration parameter to enable sbspace logging by default

Instances that are replicated must have smart large objects logged so that they are copied to secondary servers. This is not the default, and one of the following is required when setting up the sbspace:

onspaces -s -S ... -Df LOGGING=ON
onspaces -ch ... -Df LOGGING=ON
EXECUTE FUNCTION sysadmin:task ('create sbspace with log', ...
EXECUTE FUNCTION sysadmin:task ('set sbspace logging on', ...

To ensure this is not forgotten, there should be a configuration parameter in the $ONCONFIG file so that the default could be changed, perhaps SBSPACELOGGING set to ON or OFF.

    Note, related issue: dbschema -c does not set the logging status of smart blobspaces in the generated infrastructure script, neither using the SQL API (default) nor when generating on* commands (-c -ns).

    The default for the new parameter should be OFF for compatibility with upgraded systems, however the value set in the onconfig.std should be ON as this is the more commonly used setting.
