In a HDR cluster, one should be able to shut down the primary instance without triggering the auto-failover regardless the setting of DRAUTO and the existence of connection managers.

In DHL environment, there are scenarios that the primary instances will be restarted or the servers running the primary instance will be rebooted during the planned maintenance windows and thus no failover is necessary.

The current issue encountered by DHL is that whenever the system administrators reboot the primary servers during the planned maintenance windows, they need to explicitly stop all connection managers which are running on the application servers. Failing to do so will cause the HDR instance to be promoted as the new primary instance (when DRAUTO=3 and failover is enabled on the CM).
