Do not create Exception Set and table if there are 0 rows going to Exception Stage

We are using the Exception Stage in our datastage jobs to capture rejected rows so we don't have bad data going into our data warehouse and to avoid our jobs from failing due to bad data.  Using the exception stage instead of using a flat file allows us to use the DQEC. The problem is everytime the job runs there is a new db2 LUW table created in ESDBDB2 Database even if there are 0 exception rows.  With our current environment we now have about 5000 exception sets/tables in a few days and 4000 of the exception sets/tables have 0 rows.  We will be scaling out to multiply this workload by at least 300x's and creating that many unnecessary tables will add a lot of overhead.  There is no way to delete just empty exception sets currently.
